Is Abkhazia Ready For Owners?

I already talked about the new law allowing Russian citizens to own property in Abkhazia. Let's make some thoughts on the question, if Abkhazia is ready for it.

In any country is a law about ownership of a property. Ownership by foreigners is also regulated. Parliaments and Governments are taking their time and energy to think about how foreigners can enter the country (visa requirements), how can they buy a property etc. Maybe it's not unimportant issue and that's why. Usually behind such a regulations are national interests. Of course foreigners can enter the country, have businesses and enjoy same (human) rights, but some requirements save natives from being forced in poverty, exploited or forced in unequal (economical, business, social etc.) relationships. So most of countries on this planet regulate how generous can they afford to be in order not to harm their own citizens.

Decision to open market of owning land in Abkhazia for foreigners and citizens under same conditions is very brave. Country must be very strong and established to afford such a generosity. Would Germany make such a decision? Canada? France? Russia? Abkhazia did. Of course you can't ignore the fact, that prize of property will rise because of new concurrence. It's natural. If many buyers come in question, land will be sold on the person, who offers more. Maybe Abkhazian government is sure that Abkhazians wouldn't have problems to compete with foreigners in matter of buying a land. Maybe de facto government is sure, that their people have enough money in new market. It doesn't matter were this property is located. For instance property in Pakistan is quite expansive despite the fact that it's not Paris. Why? Because there are too many people who would like to own land. There's too much competition. However they are all citizens of Pakistan who are competing with one another. In Abkhazia this new law will discriminate it's own citizens. And it don't sounds like national interest, does it?

Maybe Abkhazia's de facto government are confident that any foreigner will desire to integrate with them even if it's not required, that any new comer will want to be Abkhazian, share their interests, culture and values while they even don't have to ... Who will do that? Would I ever consider becoming Canadian if I could as Georgian buy property, work and have exactly same opportunities as Canadians? Would I take time to learn French and English? Would I try to understand their culture, history, politics, people, values, if I could arrange my life best even without it? At first one does try all this things, because they are requirement for success and only after this steps integration with host country and people starts to work and takes natural path. Otherwise without any regulations can happen other way, natives may have to integrate with new comers. And examples for it are in Canada as well as in many other countries.

Why Russian citizen will make Abkhazian national interest their own? Do Abkhazian de facto officials think that every human being is born on earth with ideas of serving de facto Abkhazias' only interests? To put it straight, I don't think Abkhazia is ready for its new owners. They have established no mechanism to control any resulting processes.
